Elkton is the Cecil County seat and the northernmost town usually counted as Eastern Shore, but almost nothing about its economy resembles Cambridge or Salisbury. It sits at the head of the Chesapeake where I-95 crosses toward Delaware, roughly fifteen minutes from Newark, half an hour from Wilmington and under an hour from Philadelphia. Its residents commute north and east far more than they travel south.
